They never respect the deadlines, they end up costing more than estimated and, when I inquire, there is always some excuse to justify it. In the end, it's very difficult to judge their work. It all seems so circumstantial and arbitrary!

—Is there a better way to judge this work? I end up losing trust in those who don't deliver, but many of them I know to be good professionals. On the other hand, those ones that deliver systematically... I have the impression they simply doubled the estimates to begin with!
